Deputy police chief and his wife arrested for abuse of foster children

According to authorities, a deputy police chief and his wife were arrested following numerous complaints about mistreatment of the foster children entrusted to their care.

Jeffrey Louis Frisbie, 55, a longtime Prague police officer, is accused of sexually abusing foster children who were housed in his home, according to authorities.

He is in prison on 22 counts of lewd acts with a child and two counts of first-degree rape, authorities say.

His wife, Kimberly Ann Frisbie, 50, is accused of physically abusing their three foster children, ages four to 10. She was arrested on 17 counts of physical child abuse, including hitting, kicking and attempting to strangle one of the children, according to authorities.

The 23rd Judicial District Attorney's Office began its investigation on August 3, 2024, following reports of abuse. According to authorities, the children were forensically interviewed at a child protection center in Shawnee. The victims revealed graphic details of how they were subjected to ongoing abuse at home. One child reported being forced to stand against the wall for hours as punishment and enduring physical violence from Kimberly Frisbie. Authorities also found that another victim said Jeffrey Frisbie inappropriately touched her and her siblings over an extended period of time.

“The fact that the person arrested was a member of law enforcement who held a position of trust within the community is both disappointing and appalling,” said Lincoln County District Attorney Adam R. Panter.

According to investigators, the children said they were threatened not to report the abuse and that Jeffrey Frisbie warned them that they would get in trouble if they said anything.

One of the children described the “foster father” as an officer and said “she saw him in uniform,” investigators said.

Panter said his office launched a swift and vigorous investigation after learning of the allegations that led to Frisbie's arrest on Sept. 10.

“My office is committed to seeking justice without regard to an offender's profession or social status,” Panter said. “We look forward to presenting the evidence in court to ensure justice on behalf of the victims and the state of Oklahoma.”

No criminal charges were filed. The Department of Human Services was not immediately available for comment, but later released the following statement:

The safety and well-being of children is one of Oklahoma Human Services' highest priorities, especially when children are placed in foster care. These allegations violate the principles of foster care, which is to provide children with a safe and loving temporary home.

While the investigation is ongoing and state and federal confidentiality laws prevent us from discussing specifics of this case, we must assure the public that we are fully cooperating and investigating alongside law enforcement to understand the facts of this case. In addition, the children who were placed in this home have been removed from the home and are receiving appropriate support to assist them during this difficult time.

Panter has since released a statement:

“After a swift and aggressive investigation by investigators from the 23rd District Attorney's Office, Prague City Deputy Police Chief Jeff Frisbie and his wife, Kim Frisbie, were arrested on numerous counts of child sexual abuse and physical abuse. The fact that the person arrested was a member of law enforcement who held a position of trust in the community is both disappointing and appalling. Nonetheless, my office is committed to seeking justice without regard to an offender's profession or social status. While I cannot comment on the specifics of the investigation, I can say that we look forward to presenting the evidence in court to ensure justice on behalf of the victims and the State of Oklahoma.”
